
EFDI EU Joint Working Group Meetings in Prague 30 September-1 October 2026

The European Forum of Deposit Insurers (EFDI) held the joint meetings of its Banking Union Working Group (BUWG), Cross-Border Working Group (CBWG) and D3I Working Group (D3IWG) on 30 September and 1 October 2026 at the Burzovní palác (Prague Stock Exchange building) in Prague.
Over the two-day programme, participants received updates on the activities of the three Working Groups and exchanged views on a broad range of issues relevant to deposit guarantee schemes and the evolving European regulatory framework.
The first day opened with the Cross-Border Working Group, led by its Co-Leaders Daniel Nový and Alejandra Becerril Nistal, who provided an update on CBWG activities and presented the status of the H2C Rulebook revision. Zuzana Suchá and Robert Meulenbroek, Co-Leaders of the H2C Communications Sub-Group, then presented the outcome of the H2C Communications Sub-Group Rulebook Revision Survey.
The programme continued with an update on Banking Union Working Group activities by BUWG Co-Leaders Marcello Bredice and Juliane Seiter. This was followed by an insightful debate on key aspects of the European Commission’s Communication of 17 July on Competitiveness of the Banking Sector and the Single Market in Banking, featuring our distinguished speakers Rossitza Petkova of DG FISMA and Andrea Gentili of the Single Resolution Board (SRB).
The second day focused initially on the work of the D3I Working Group, led by Co-Leaders Renata Kadlecova and Péter Nagy. The discussion on DGSs and third-country branches featured contributions from Renata Kadlecová, Péter Nagy, Prof. Dalvinder Singh, EFDI secondee, Pénélope Trumble of DGS Belgium, and Daniel Nový of FMGS Czech Republic.
The preliminary outcome of the survey on sources of funding was presented by Renata Kadlecová, Roman Kahánek of FMGS Czech Republic and Rosario Messina of FGDCC Italy. Renata Kadlecová also presented the draft paper on DGSD exclusions and deferrals, while Péter Nagy presented the possible approach to the development of non-binding guidance for DGSs on the practical application of temporary high balance (THB) protection.
The afternoon returned to Banking Union issues. Marcello Bredice presented the roadmap for the delivery of EBA mandates under the revised DGSD and related BRRD matters. A subsequent debate on the four Level II regulatory measures put out for consultation by the EBA by Juliane Seiter, Justin Völkel of EDB, Alessio Greco of FGDCC and Rosario Messina of FGDCC.
Finally, Eva Slukova, member of the EBA Working Stream on the Guidelines under Article 109 BRRD, presented the ongoing EBA work on lifting the cap on DGS contributions under the BRRD.

The Joint Meetings once again provided an important opportunity for EFDI members and institutional stakeholders to meet, exchange experiences and continue their technical cooperation on matters of common interest.
