EFDI Welcomes Ms Vilma Rosa León-York as new Secondee

The European Forum of Deposit Insurers (EFDI) is pleased to welcome Vilma Rosa León-York as a secondee, bringing with her over two decades of strategic experience in governance, compliance, and risk management across international and public sectors.

Vilma is a seasoned consultant with deep expertise in crisis management frameworks, particularly in deposit insurance and resolution planning. Her career spans leadership roles in financial sector authorities and institutions, including her current position on the Advisory Board of the Jamaica Deposit Insurance Corporation (JDIC), and her longstanding role as Lead Advisor on Deposit Insurance and Resolution Frameworks at the U.S. Treasury Department’s Office of Technical Assistance.

Her work has consistently focused on enhancing operational resilience and aligning regulatory frameworks with international standards. Vilma has led transformation projects across Latin America and the Caribbean, including collaborations with the Inter-American Development Bank and ministries of finance in multiple jurisdictions.

Vilma holds advanced degrees in Crisis and Security Management from Leiden University and Strategic Public Relations from The George Washington University, complemented by specialized training from the Florence School of Banking and Finance.
