
EFDI Joint Meetings – BUWG, CBWG, D3IWG, 22–23 September 2025 | EFDI Premises, Brussels

The European Forum of Deposit Insurers (EFDI) successfully hosted its Joint Meetings of the Cross-Border Working Group (CBWG), Banking Union Working Group (BUWG), and DGSD 3 Working Group (D3IWG) on 22–23 September 2025 at its Brussels premises.
The two-day event brought together leaders, experts, and stakeholders from across Europe to discuss pressing issues related to cross-border cooperation, deposit insurance, and financial stability. The Joint Meetings provided an important platform for knowledge exchange, strategic planning, and strengthening cooperation among deposit guarantee schemes across Europe. By addressing cross-border payout challenges, legislative updates, and practical case studies, EFDI and its working groups reinforced their commitment to enhancing financial stability and depositor protection in Europe.
The first day was dedicated to the CBWG and opened with a warm welcome from the Secretary General, Mr Carlos Colao.
Highlights included:
- Updates on CBWG activities by Borja Peletero & Ivy Jeuken (CBWG Co-leaders).
- Securing Trust Across Borders: Lessons from cross-border crisis situations, presented by Mr Martin Boegl and Ms Luise Altmann (EdB, Germany).
- A case study on the payout event at Sora Bank AG i.K., with insights into cross-border issues involving international clients, presented by Mr Rafik Yezza and Ms Anneka Beccarelli (EAS, Liechtenstein).
- The Data Retrieval Project and approval of the updated dataset for submission to the EFDI EU Committee, led by Mr Tormod Skjaerpe and Mr Arnaud Ribadeau Dumas (Operations SG Co-Leaders).
- Introduction of a new CBWG project: Review of the EFDI H2C Rulebook, presented by the CBWG Co-Leaders.
- Preparations for testing communication tools in cross-border payout events, with an upcoming joint exercise between DNB and EdB, introduced by Ms Ivy Jeuken.
- And a final roundtable on H2C-related subjects and updates from CBWG member.
The second day convened the D3IWG and BUWG and opened with introductions by Ms Renata Kadlecova and Mr Péter Nagy (D3IWG Co-Leaders).
Key sessions included:
- Presentation and discussion of the D3I Draft Position Paper on Temporary High Balances, by Mr Péter Nagy, Zuzana Suchá, Ms Vibeke Engelhardtsen, and Ms Renata Kadlecová.
- A session on the draft questionnaire for Third Country Branches, presented by Ms Renata Kadlecová and Prof. Mr Dalvinder Singh.
- Discussion on the EFDI Position Paper on Cooperation of DGSs with other Financial Safety Net Participants, presented by Ms Renata Kadlecova and Mr Péter Nagy.
- An update on the CMDI legislative package and its state of play, presented by Ms Laura Munk Petersen (Legal Officer, Presidency Team for Financial Affairs, Denmark’s EU Presidency).
- CMDI discussions and setting the BUWG’s agenda, with a presentation by Mr Marcello Bredice and Ms Juliane Seiter (BUWG Co-Leaders).
For this second day, we were delighted to count with the participation of Mr Victor Vaudoit, Policy Expert from Directorate-General for Financial Stability, Financial Services, and Capital Markets from the European Commission (FISMA) and Mr. Riccardo de Bosio, Senior Policy and Financial Stability Expert at Single Resolution Board (SRB), whose expertise and insights added significant value to the discussions.
