EFDI EU Joint Working Group Meetings in Brussels

The European Forum of Deposit Insurers (EFDI) successfully concluded two days of high‑level Joint EU Working Group Meetings on 19–20 February 2026 in Brussels, bringing together an exceptionally large number of participants from across Europe. The meetings were held at the premises of the Belgian Deposit Guarantee Scheme (DGS), which generously hosted the event.

Cross-Border Working Group (CBWG)–Banking Union Working Group (BUWG) Joint Session: Enhancing Cross‑Border Coordination and Banking Union Dialogue

The sessions formally opened with welcoming remarks by Pénélope Trumble, Head of the Belgian DGS, and Carlos Colao, Secretary General of EFDI, who emphasised the importance of cooperation, knowledge‑sharing, and continued dialogue across the European DGS community

The first day opened with updates on the activities of the Cross‑Border Working Group (CBWG), led by Borja Peletero.

Key contributions included:

  • Cost Matrix Survey – Presentation by Antoaneta Geala, Finance SG Co‑Leader, summarising responses on the operational costs and resource implications for host DGSs engaged in cross‑border payout cooperation.
  • Draft Data Protection Agreement – Presented by Legal Subgroup Leaders Ana Lillo (FGD, Spain) and Anneka Beccarelli (EAS, Liechtenstein) who outlined the proposal aimed at enhancing  security in information exchange and, in particular, in data processing among DGSs.
  • DNB Prioritisation Model – Presented by Myrna van Dijk ( DNB, Netherland), offering insights into a structured approach for bilateral agreements and stress‑testing exercises.

The session continued with a strategic debate on the future evolution of the Banking Union, moderated by Marcello Bredice and Juliane Seiter, Co‑Leaders of the Banking Union Working Group (BUWG) and counted with the participation of an expert from the Single Resolution Board (SRB) and Rossitza Petkova and Roger Duran (European Commission, DG FISMA). Their participation significantly enriched the discussion on current and future policy developments affecting DGSs across the EU.

D3IWG–BUWG Joint Session: Third‑Country Branch Challenges, Funding Sources, and CMDI Reform

The second day was led by Renata Kadlecová and Péter Nagy, Co‑Leaders of the D3IWG, and focused on international and structural topics shaping the future of European deposit protection.

Key highlights included:

  • Presentation of the preliminary results of the survey on third‑country branches, featuring contributions from Pénélope Trumble (DGS, Belgium), Daniel Novy (FMGS, Czech Republic), and EFDI secondee Prof. Dalvinder Singh.
  • Launch of a new EFDI project on funding sources, led by Renata Kadlecová and Rosario Messina (FGDCC, Italy).
  • A roundtable on potential non‑binding guidance for Temporary High Balance (THB) protection.

The session continued with a dedicated discussion on the CMDI reform, including a discussion of the European Commission’s new Targeted Consultation and the presentation of the EFDI Draft Internal Report on CMDI, moderated by Marcello Bredice and Juliane Seiter, Co‑Leaders of the Banking Union Working Group (BUWG).
