EFDI DGSD 3 Working Group (D3I) and Banking Union Working Group (BUWG), LUXEMBOURG
The D3I and BUWG convened for an important meeting in Luxembourg on 21st February 2025 under the kind hospitality of the Commission de Surveillance du Secteur Financier (CSSF)
This key event gathered experts from across Europe to discuss critical initiatives related to the group's ongoing and future activities.
D3I Meeting
The leaders of the D3I Ms Renata Kadlecova and Mr. Péter Nagy opened the session thanking the Commission de Surveillance du Secteur Financier (CSSF) for hosting the event. The main points of discussion can be summarized as follows:
· D3I Draft Position Paper. A first draft of the D3I Position Paper on Cooperation with other Financial Safety Net Players (FSN) was presented by Ms. Renata Kadlecova and Prof. Dalvinder Singh. This draft paper includes insights from a questionnaire launched in September 2024, with results presented to the EU Committee in October 2024. The paper is structured into sections covering the rationale, methodology, main findings, and conclusions, highlighting areas for improvement in coordination and cooperation among FSN participants. During the discussion some members gave detailed explanation of their DGS organizational setup and the arrangements of cooperation and information sharing with other FSN participants.
· Temporary High Balances (THB). Mr. Péter Nagy introduced the new project of the D3I devoted to THB. In a nutshell, the project aims to analyse: (i) the Statutory Framework for THB Across EU Member States (ii) the THB Treatment in Relation to SCV Files and Reimbursement Processes; (iii) the Challenges and Barriers in THB Implementation (iv) the practical Experiences and Lessons Learned; (v) the Alignment with CMDI Proposals; (vi) the impact on DGS Operations and Funding and (vii) and Recommendations for Clarification and Improvement. During the discussion some members proposed including questions regarding e.g. specification of accompanying documents for THB requests, availability of practical guidance or possibility to provide estimate of CMDI impact on real life cases.
Finally, the D3I Work Plan 2025-2026 was presented focused on the ongoing and future initiatives of the D3I activities.
BUWG meeting
The second part of the meeting was devoted to the BUWG. The Co-Leaders, Mr. Marcello Bredice and Mr. Olav Scholten, opened the discussion informing about the main BUWG developments, and then, together with the Secretary General Mr. Carlos Colao, gave an update on the current state of play of the Trilogues on the EU Bank Crisis Management and Deposit Insurance Framework (CMDI). In addition, making reference to the publication of the paper prepared by the BUWG on the Summary of EFDI's main recommendations in view of the Trilogue on DGSD Review , the Co-leaders presented in detail the most relevant topics of the Trilogues from the point of view of the DGSs community.
In particular, the presentation focused on the technical implications of the proposed methods of calculating the “least cost” by the DGS in the various possible intervention scenarios (pay-out, resolution, alternative measures), followed by a live discussion moderated by Mr. Marcello Bredice.
EFDI, the D3I co-leaders and the BUWG co-leaders would like to extend their gratitude to the CSSF for hosting this event, particularly to Ms. Isabelle Gil and Ms. Mendaly Ries, and to all the speakers and participants who attended in person and remotely, contributing to the success of the meeting.
We were pleased to see such a high level of engagement both in person and virtually.
